Design Load Combinations [TB]

Collects the AASHTO-based combination objects for the truss bridge: Limit States (imports limit state definitions and coefficients and assigns the previously generated result cases to each limit state), Load Combination Table (builds combination tables for superstructure and substructure design), and Load Rating Combination Table (builds combination tables for load rating).
